It can be quite difficult and expensive to become legal to sell decorated cakes. The laws differ from state to state. You would need to check with your state to find out.
If you have a real talent and love for it, then I would suggest you take a part time job with a local bakery. This could be a very fun and rewarding job for you and since most of their work is done on a Saturday, you could easily work in a bakery and go to school.

You need a location that is approved by the health dept and by the fire dept. You need a certificate if occupancy as well. Some of the things you will need are 3 compartment sink, vent hood over oven, hand sink, mop sink, and all floors must be a smooth, non porous surface. You can sell food out of your house only give it away. In some areas you can get a room of your house approved for food production as long as it is completely separate from the living quarters of the house and meets all requirements. Failure to comply is a misdemeanor and can result in being arrested and a minimum of 500 dollars a day fine for operating without a license. If someone gets sick from your food the fines and penalties can be enormous. The health dept will not care that you are a 16 year old.
